Biography

Jarmo Pulkkinen, PhD in Administrative Sciences, is an independent researcher at the University of Lapland in Finland, focusing on digital transformation in public-sector service production. His research has been published in peer-reviewed journals, including the Journal of Health Organization and Management, BMC Health Services Research, and Scandinavian Journal of Public Administration. Pulkkinen works as an editorial secretary for the Finnish Administrative Studies journal and serves as an active peer reviewer for several scientific journals. Over the past 20+ years, Pulkkinen has worked on digitalization projects with 300+ public- and private-sector organizations as an entrepreneur at Web Fellows Ltd. Currently, he works as a fixed-term AI project manager at Wellbeing Services County of Central Uusimaa, a public health and social care organization.
